Nancy,
There are many changes in the N. District; Judge Carroll is now fully on board and the filing area has been extended eastward. On 05/16/2014; Ms. Besecker sent an email to Santa Barbara Attorneys. Perhaps she could resend it to our entire group. Also if she could comment on the changes it would be helpful.
