Date for valuation in 522(f) Motions

I agree it should be the petition date.
Any of you know why our local forms require the Debtor to put in the
*current* value of the liens? (Bottom of page 2:

I don't have the case law but I believe it's the petition date. I have
opened old cases to do a 522(f) and it's tough to get an appraiser who can
do a retroactive appraisal for the date of filing, but they can do it.
