If the debtor didn't modify the plan to provide for the payment of that claim, then he can sign the application for discharge and he has a chance to get through.
KD might file a motion to dismiss at the end of the 60th month, but she will likely allow him to keep making payments until the hearing date.

Where a chapter 13 debtor has unpaid postpetition taxes, the IRS filed a
1305 claim, will the trustee approve and the court grant a discharge under
1328(a), given that the taxes remain nondischargeable under 1328(a)(2)?
