Will a chapter 11 fix this? ND won't allow debtors to work until they

A judgment was entered against the debtors in ND for $200K for failing to
pay work comp insurance premiums. ND is a state that has a monopoly on work
comp insurance. My case law research indicates that this debt will be
nondischargeable in a bankruptcy. (In other states this would not be the
case.)
ND will not allow the debtors to work (pump oil) until they pay the $200K.
Without being able to work in ND, they can hardly pay any of their
creditors.
Is there any mechanism in Chapter 11 that would allow us to "force" the
state of ND to allow the Debtors to work there while paying back the $200K
to the state?
This would be an Idaho BK.
