In chapter 7 cases where the equity in a house is fully exempted using CCP
704 are local trustees keeping cases open for a couple years to wait for a
house to appreciate past the exemption amount?
What have been your experiences?

Debtors get their exemptions so long as they do not do anything to impede the trustee.

yup, unless Trustee is holding funds and refusing to release them.
