overpayment of benefits and eligibility to receive them in the future

It is my understanding that generally SS, SSI, and State Disability, and EDD overpayment of benefits is dischargeable.
1. is my understanding correct
and 2. is the client who discharges an overpayment of beenfits going to face a battle receiving benefits in the future?
