A quick read makes me think they are a quasi-governmental agency. Their Bd
of Directors is made up of elected officials from the different communities
they serve.

I got a letter for a Chapter 7 client got a letter from the "Transportation Corridor Agencies" claiming $5K+ in "toll evasion penalties" are owed and not discharged per section 523(a)(7), criminal fines and penalties. But that section says that the fine penalty or forfieture must be "to and for the benefit of a governmental unit". They also say that Judge JB ruled in their favor on this issue in 2003, and I'm looking for that case. Until I find it has anyone had this issue and challenced the "Transportation Corridor Agencies" as a "governmental unit"?
