Debtor lives in TJ?

In order to file bankruptcy in the USA a debtor must have some
assets in the united states (11 USC 109). This can be solely a bank
account (some courts have so held). Venue would be the district
where the majority of value of the debtor's assets in the USA are
located.

OK, so I've taken some San Diego cases in the last year or two, and now they're referring other San Diego cases to me. While some of the Trustee's requirements (document requirements and such) can be kind of tricky, at this point I've got it down to a science, and am quite comfortable doing Chapter 7s down there, and a couple of the trustees even know me. And, I get to spend a day in San Diego - not exactly terrible.
So ok, here is a new one. Debtor is American citizen, works in San Diego, but lives in TJ with family, and commutes to work across the border. Venue????
While she often stays with a relative in Oceanside due to her work, her rent is for her place in TJ. She works in San Diego, but she's an employee of Walmart - I don't think principal place of business fits there. Principal place of assets? They're in TJ!
I know this has to work - It's probably not even THAT uncommon. Suggestions?
