A few years back, or maybe more like a decade, I believe there was a statute that basically required that if property profiles were available for free to real estate agents that the same service had to be offered to the public. So, I think you can call a title company and ask for a property profile and it should tell you who the lien holders are.

Many subscription services. If you want it free, call any broker you use and see if they subscribe.
