Yes. (but if's nondischargeable). Prefix. Not pre-fix. ;-). Still never seen a dictionary with the odd, pre-fix.

As this is not a 523(c) issue, would the creditor be bringing this action to get an adjudication that the debt was in fact to pay a non-dischargeable tax and therefore avoid any action under 524 for violation of the discharge injunction? I ask this because 523(a)(14) is categorically non-dischargeable.

This 523(a)14 adversary was filed after the discharge. I couldn't find anything on point, but it seems to me thatan adversary should be filed before discharge. There was also notimely proof of claim filed.
