Things I learned today.
1. Many school districts (c. 140) in LA Co farm out their payroll to the
LA County Dept of Education.
2. When you notify one of these school districts that a bk is filed and
a stay is now in place to stop any garnishment, they are merely a conduit to
the LACoOff of Educ Legal Claims Dept.
3. The county has their own internal procedures that they believe
supersede federal law. Sort of a bureaucratic reverse supremacy clause.
They require the first two pages of the petition and the creditor list
before they will stop a garnishment. To quote the employee, the garnishing
creditor "definitely has to be listed".
