341s in San Diego and appearance attys - question

Last I heard the rule was that the debtor had to meet the appearance counsel at least one day before the 341a hearing. The rules may have changed, there was a form that needed to be signed by both the client and the appearance counsel.

I read the local BK rule in SD, Rule 9010-6 that appearance attys are
allowed at 341s so long as they are familiar with all the facts of the case
and are prepared to act as the attorney of record for the 341.
Is this a recent change in the rule? I thought that previously appearance
counsel was NOT allowed in SD for 341s.
Does this go for *Chapter 13 341s as well*?
