The judges are given a share of the chapter 11's. That requires familiarity with the most complex cases.

However, given that there are no bankruptcy judges in the Central District who were consumer bankruptcy attorneys prior to becoming judges, I suspect that there is an unspoken policy that filters out the applications of consumer bankruptcy attorneys very early in the vetting process. Since most bankruptcy cases are consumer cases, having some consumer bankruptcy attorneys on the bench makes a lot of sense to me, but that sentiment doesnt appear to be shared by the folks in charge of appointing bankruptcy judges.
