Ch 11 Plan votes - is dollar value of vote what they write on the

I have a creditor with an unsecured claim of a certain amount, but on their
ballot they put a different amount and put it in the secured claim section.
How do I tally this vote? They voted to reject the plan, but I don't know
if I am to use the dollar amount on the ballot or on their proof of claim.
There's a significant difference. (It won't matter in terms of the GUC
class though, because either way, that class rejected, but I just want to
be accurate in my report to the court.)
