Reopening a case to do a Lam Motion?

Can a case be reopened to do a Lam Motion? Chapter 13 debtor's case was
dismissed for failure to file the financial management cert. Attorney also
failed to file Lam Motion. Can the case be reopened to file the cert and
the Lam Motion? Any sample motions?
