I have handled a bunch of these cases (I don't want this one), but what happens to the "friend" depends on how big the unauthorized charges are. If your PC signs a fraud affidavit for her bank stating that its not her signature authorizing the charges, then its the bank who presses charges if they refund the money to her and its their loss. The bank has a fraud unit, and they can tell you more.
The bank reports it to the police. What happens next depends on the city she lives in. In Manhattan Beach,for instance, they really will go after identity theft or bad check writers who have defrauded their residents or store owners because they aren't overwhelmed with major felonies, kidnapping and gang violence crimes. In Los Angeles,how it gets handled depends on the amount, and what unit pursues it. If she handed over her card to the friend or let them know her ATM code, she will get no sympathy from anybody. The exception here is if she is over 65, then it can be considered financial elder abuse.
