student loans as nonconsumer debts

I recall an OUST representative stating that portions of student
loans may be considered nonconsumer debt. Has anyone pushed the
envelope on this to determine exactly what portions are considered
nonconsumer, and what evidence is needed. I'm assuming tuition and
books obviously are. Anything else?
