Motion for Determination - Credit Counseling

Dear Listserve members
I have a PC, huband in ICE custody, and they want to file a joint Ch 7, in reviewing Exhibit D (exempt from requirement 109(h)(4)), I see that I must file a Motion for Determination by Court, I've never done this and I'm asking for your assistance and guidance. Would any of you be willing to share a sample or guide me in the right direction?
I've also read about the Community Discharge, if wife files by herself, would husband get the benefit of the community discharge? I've read on this and still am not clear whether this applies only to 13 or also 7s.
