MFRAS Procedure When C13 Converts to C7

i remember hearing a judge say that the CDCA bankruptcy judges had agreed
on a procedure when a debtor converts from C13 to C7 in the middle of a
pending motion for relief from the automatic stay.
has anyone else heard that? is there such a procedure in writing?
does anyone know how Hon. Peter Carroll handles it?
