Proof of Service for the Declaration re:Limited Scope

I use Best Case and the new version has added a Proof of Service for the LBR Form 2090-1.1 DEC.LTD.SCOPE - Declaration Re: Limited Scope of Appearance Pursuant to LBR 2090-1.
I do not believe that this is required. However, if it is does anyone know of the authority for that requirement? Is this a change in LBR or just a mistake by Best Case?
