tax returns and special procedures

I have a chapter 13 client about to confirm a plan who will have considerable tax liability for 2012. Client did not have liability for earlier years so he is not even on the IRS radar nor has the IRS even filed a proof of claim.
With these situations in the past I have just filed a duplicate signed set of returns with special procedures in Los Angeles so the filing of a claim will be expedited. But, that was before everything was moved to Philadelphia. So, my question is do I just have the client file the returns in Fresno and wait forever for the proof of claim?, or do I send a duplicate signed set to Philly?
