Judge Johnson Standing order on Chapter 13s

I don't know how many people have seen this but Judge Johnson has issued
a standing order for all Chapter 13 cases filed in his court room as of
January 1, 2013 - and it is a doozy.
As I read it, this 42 page document requires, among a lot of other
things, conduit mortgage payments for any debtor that is more than 3
months in arrears at the time of filing. Moreover, the CH 13 Tee is
allowed to collect his statutory rate for processing these mortgage
payments!!!
There is a lot of information in here and if you file Chapter 13 cases
in Riverside it is a must read.
