Sometimes the zip codes cross county lines. I filed a case once in
Riverside and I had to send evidence to the clerk that the property,
despite its aberrant zip code, was really in San Bernardino County,
not Kern County.
Of course, if you use the Court's zip code lookup service, that's a
good start.

Zip codes cross county lines. For instance 91361 is the zip code for the city of Westlake Village in LA county. It is also the zip code for the Westlake Village portion of Thousand Oaks in Ventura County. You may be looking at a similar situation.

I don't think that any part of Ventura County is Eastern District. It is possible that your client or client's zip code is Kern County and therefore Eastern District. If they are in Kern County, the case would be filed in Fresno but the 341a would be in Bakersfield.

I want to file a case for a Debtor residing in Ventura County, but the
zip is as such that Santa Barbara says it should be filed in Fresno.
Website search does not yield results. PC really wants to file in SB as
all her neighbors who filed have filed there and Fresno is 4 hours away.
I've been trying to get in touch with the Fresno clerk to see if they
agree, but cannot reach a live person.
Does anyone have a number for reaching a live person there? Do you
think if I just file in SB I will get kicked out?
