Same zip code in two different counties and ecf can't cope with it.
Manually file in Santa Barbara with cover letter explaining the issue. Ifavailable, proof the debtor resides in Ventura County, like copy of property tax
bill would substantiate Santa Barbara is the correct venue.

Are you sure you have the zip code correct? It doesn't make any sense
that the case would not go to Santa Barbara automatically. I would just file
it in Santa Barbara; if the clerk thinks there's a problem, the judge will hold a show cause hearing, and you can explain it then. I have gotten outof OSC hearings by filing declarations with enough advance notice.
