Child support puts debtor in Ch 13; but, no funds for repayment

Dear List:
Person considering bankruptcy receives $10,000 / month child support. Her earned income is around $1000.00 / month. $11,000 / month income would tentatively put her into a Chapter 13 scenario.
Because the child support can be backed out on the Ch 13 means test (and is not fair game for funding a repayment plan), is is possible to file her under Chapter 7?
Or, do we have to do a zero payment Chapter 13?
