ND CH13 341(a) notice

I'm trying to work around a vacation schedule for filing a ch13 in ND. I'm
seeing 341 scheduled 22 days after filing.
LBR 3015-1(c)(1) reads the court must give 28 days' notice to all creditors;
and LBR 3015-1(b)(3) reads the debtor must a copy of the plan 28 priors to
341.
Have I missed something?
