QDRO Exemption Question

QDRO Exemption Question
Ch13 client has been awarded half of ex-spouse's retirement account. Family
court ordered preparation of a QDRO, which has been finished and appears to
be a fully compliant QDRO. However Ex-spouse has refused to sign the QDRO.
Does the family court order for the QDRO, without a signed QDRO, create a
property right that can be exempted?
