Seeking contempt against Sheriff's Office

Dear Mark,
I have attached the OSC motion I successfully used against the Sheriff (Leroy Baca at the time he has since had to slink away under an ignominious cloud, but I think his cousin Chewie is still around) in a Chapter 13. You can get costs and attorneys fees, and the return of the funds the Sheriff is holding, but you cant get punitive damages because of 106(a)(3).

Has anyone ever sought sanctions against a Sheriff's Office for
doing levies in violation of the stay or post discharge injunction? 
Or are they protected by sovereign immunity?
