New Holographic signature requirements as of 12/1/17

As you all (probably) know, as of December 1, we are no longer using
the ECF Declaration and must provide holographic signatures on all
documents signed by the debtor (or creditor or other party).
Our new court manual requires that all these pages be placed in the
proper location where they fall within the document, so for the
petition and schedules, etc. this is a lot of different places.  
Thus, we will have to print out the entire petition and schedules,
then scan the entire document (after signatures are added) before
uploading it to the court.
According to BestCase software, we are the only district in the
country requiring this.  All others allow the signature pages to be
uploaded in a separate file, making it able to be automated.
Does anyone in our group have connections with whatever rules
committee made this decision?
