Creditor letter requesting W-9

A client who received his Chapter 7 Discharge in October just received a letter from Capital One listing the discharged credit card account number and requesting that he complete and return a Form W-9 Request for Taxpayer Identification Number. The letter says "This letter is for informational purposes only. It is not an attempt to collect a debt". The letter also states that the IRS "could impose a monetary penalty on you under Section 6723 of the Internal Revenue Code if you don't give this information to us when we ask for it."
Has anyone else seen one of these letters? Does anyone know why is it being sent?
