Based on your description but without having read the language in the jmt,
it would seem to fall squarely under 523(a)(15) as a debt "incurred by the
debtor in the course of a divorce or separation."

Debtor owes ex spouse "reimbursement" pursuant to a marital settlement.
Ex files POC as priority debt/domestic support. The marital settlement
is clear that the parties waived all rights to spousal support. The
"reimbursement" is not part of the property division terms of the
agreement. The exact nature of the reimbursement is unclear. The ex
spouse did not work during the marriage. Is there an argument that this
is a general unsecured debt?
