Alik:
You will probably have to allow an "opt-out" so that people can ask for written service and get it.
It should be a first day motion to limit notice. Attached is a resulting order that I received, which provided for posting all pleadings on a website, with one opt out for people who wanted email notice, and one for written notice. I don't recall getting the motion itself.

I would like to serve all kinds of documents in this way including an amended plan and disclosure statement. For example, latest local rules (Cal CD) can be downloaded here: https://dl.dropboxusercontent.com/u/517 ... mplete.pdf The recipient will receive a notice of hearing by postal mail. In the notice the web address will be provided. Recipient will need to type the address into the browser.

I have a small chapter 11 case with a large service list, and postal service is becoming burdensome.
1.
I am thinking about how to reduce mailing costs, and I am considering service via download. I am considering setting up the PDF document to be served for download using Dropbox.com. The file will be available for download to anyone at any time.
I want to file a motion to approve this type of service. Recipients will get a paper notice which will include the web address from which the file is downloaded. I would
like to serve all kinds of documents in this way including an amended plan and disclosure statement. For example, latest local rules (Cal CD) can be downloaded here:
