Old UD judgment still preventing new lease - can we do anything?

I routinely advise my clients that property managers in the big
security complexes go by the numbers (maximum safety---no original
thought or judgment allowed!). The Apartment Owners Association of CA
(in SFV) maintains a list of UD defendants and makes it available to
its members. So clients with BKs (or worse, UDs) have little hope
there. The small apartment owner is responsible himself or herself,
and will understand that prospective tenants can have bad periods and
recover, and will listen. One finds properties in the Daily News, or
the Recycler---never the LA Slime (oops, LA Times!), never "rental
agencies", and almost never Realtors (I've been a Realtor since 1988),
since their paranoia is even greater than professional property
managers.

A client of mine received a discharge in 2010. Part of the debt he
discharged arose from an unlawful detainer judgment entered in 2008. He
recently applied to rent an apartment and the landlord rejected him on the
basis of the unlawful detainer judgment. I have not had this issue in one
of my cases before. Has someone encountered this before and what have you
done? Is it a discharge violation to keep it on the UD record (note that
it does not show in the traditional credit reports only on some UD specific
report? Will it be a FCRA violation after 7 years? Is there some fair
housing authority that may be invoked to keep from being denied the rental
opportunity for this old debt? Any and all input would be appreciated.
