A Chapter 13 Case Beyond RARA

I was wondering if I could get some nontechnical advice from the
community here.
I have a potential case with a high earner (W2 income) that is just
beyond the eligibility limits for a Chapter 13, but if I can compromise
some personal debt he might become eligible.
However, there is enough going on in the case, with some
contentiousness, that I'm afraid it will be much more of my time than
the standard RARA fee of $4K will allow. A chapter 11 would cost at
least $20K in fees, but a 13 I'm estimating would be $10K. And because
it is a contentious case, a 13 would be easier than trying to get the
Chapter 11 plan votes.
I've done fee apps for the whole Chapter 13 case before, many years ago,
but I was in the situation of having had 12 confirmation hearings in
front of the judge, so she knew I was rolling a big boulder up a hill.
I'm afraid if I do that in this case, which could be a Chapter 11, that
the judge will not see the efficiency of the 13, even if I write a brief
justifying it.
I know it depends on the judge, but you don't know that in advance.
So the question is; is that a good risk to put $10K worth of work into a
Chapter 13, or would it be better to pass on it?
