Stella:
Because chapter 13's start their plans on day one, valuation in 13's is generally the day the case is filed.
Because chapter 11's plans don't start until confirmation, the valuation is generally at confirmation.
Except Neal Bason just announced he will use confo in 13's for valuation.

I believe settled law is confirmation date for liquidation analysis. Lien
strip is arguable both ways and not well settled.
