Is payment owed prepetition for room and board for juvenile delinquent nondischargeable?

I have a client who is being hounded by the D.A. for a prepetition bill for room and board at a juvenile detention center for their daughter.
11 U.S.C. 523(a)(5) now makes a "domestic support obligation" not dischargeable, but is this such a case?
The only case I can find is In re Crouch, but that is under the old 523(a)(5) which is more like the present 523(a)(15). In that BAP case, it was definitely dischargeable.
So I'd really like the group's opinion as to whether this is a discharge debt.
