Procedure: Filing Stip to Release Bank Levy Funds and Order

Hi Listmates:
Seeking to upload Stipulation to release bank levy funds and associated Order for Judge, which sheriff requires to release said funds. It's a chapter 7. I am unable to lodge an order in the ECF system (not an AP). Clerk's office does not pick up to the phone to discuss. Does anyone on the list serve has experience doing this?
