Where to send Judge's copy of motion to reopen a case that was

I assisted a Debtor who had major problems with his previous Attorney (charged $23,000 for a chapter 13 and screwed up the case to the point it was dismissed) Attorney filed under RARA. State bar opened an investigation of this Attorney. Debtor has receipts of numerous payments that were demanded by the Attorney.
I came across this person via AVO. I did not believe the he actually paid an Attorney that much so I asked the debtor if he would come into the Woodland Hills BK court during a time when I was volunteering at the self help desk. Sure enough, the Debtor showed and he had proof of the payments.
He needs the following.
1. An Attorney who will refile his chapter 13 case in Santa Ana.
2. Motion to extend stay past the 30 days due to previous filings and no fault of debtor
3. Motion to disgorge fees.
Please contact me off list if this is a case you are experienced with doing and regularly file cases in santa ana.
This is not my client but I feel bad that he was taken advantage of.

I am reopening an old case of Judge Neiter's from Riverside, but I don't
know whether this case will be reassigned to another judge out there in
Riverside or if I should send a judge's copy to anyone other than Judge
Neiter in LA. The Chapter 7 case was closed in 2009. Has a judge been
assigned to Judge Neiter's cases out in Riverside or would Judge Neiter
still be assigned to this case?
