Reopen a BK from TN and move to CA to have an ADV?

PC (50 years old) is caregiver for 4 people whom are either minors or over 80 (ages from 3 - 84 with demensia and altemizers). Filed Ch 7 BK in TN in 2010, did not address student loan issue then and now needs to challenge. So, can the case be reopened in TN and moved to CA for the Adv? Can I use 1014(a)(1)? Anyone done this before?
