Dismissal Order Requiring Motion For permission to File a New Case

A debtor in a Chapter 13 case failed to appear at her 341 and trustee filed
a declaration with the court to that affect.
What is odd is that the following docket entry is an Order and Notice of
Dismissal of the case with the requirement that the Debtor file a motion to
request permission to file a new bankruptcy case. Judge Zurzolo. 11 U.S.C.
1307 and 349. There was no motion filed or docket entry mentioned in the
Court Order.
What is the Court looking for on these motions that moves the court to
grant them?
