Notary Fraud

While review the ashes of my clients financial life, she showed me a
document where someone has forged her signature and a notary had
acknowledged her signature that was not her. We would like to now sue
notary who fraudulently took this action, as the withdrawal from the
retirement account has led to other financial burdens, most notably with the
IRS.
I am told that this is not an unusual event, so does anyone here have any
experience in this arena that you are willing to share with me. We have a
competent tax attorney on this, so this question is really about the notary
fraud
