Contractor's bankruptcy effect on subsequent CSLB license of its RMO?

Has anyone worked through the CSLB process for licensing an individual contractor, after the bankruptcy of a corporate contractor of which he was the RMO?
Assume he can get a new bond.
Client has raised issue that when an individual is Responsible Managing Officer of a bankrupt corporate contractor (or a judgment debtor contractor), he/she will not be able to get licensed for future contractor position either as a sole owner or as RMO of another corporate contractor.
That seems to violate fresh start and nondiscrimination laws, but, does anyone actually know?
Thanks.
