Do we still have to serve the US Atty's office when we file an Obj to IRS POC?

I was looking through the court manual and service to the US Attorney's office excludes matters relating to the IRS. I am looking for Peter's Materials on the Tax Seminar he gave but have misplaced them. Went to the cdcbaa website and didn't find the section that would allow me to download past program materials. Did they change the rules on serving when objecting to IRS POC?
