The federal courts are moving to a PDF "A" requirement. So I set my Adobe
XI standard to always generate PDF -A documents and have never had a pdf
rejected.

If you have Adobe Acrobat XI Standard.
Open in Adobe, select file, save as other, reduced file size pdf.

A few work-arounds:
1. You can always print out the form, then scan it. That's flattening. 2. If you use a Mac, you open the document in Preview, then print it to a pdf again; that will flatten it.
I'm sorry I'm of no use in doing this on a PC.
