How do I move a case from los angeles to santa ana?

How do I move a case from los angeles to santa ana?

I have a prospective client who filed a chapter 7 in Los Angeles, when he
lives in orange county.
I want to move his case and convert it to a chapter 13.
Is this even possible? If so, can someone point me in the direction of the
rules/forms?
