AN UPDATE - for anyone who is similarly situated to me
First thanks to all that responded.
Some points about using the window as a lawyer:
* The office no longer requires that you blue-back anything. The clerks simply scan the filing there while you wait.
* You no longer need multiple copies.
* They do accept personal checks from lawyers.
Next, I doubt that anyone cares about this issue. But does it not take an unreasonable amount of time to get set up to do an ECF filing.
To remind you all of the process. There is first a set of quizzes that the applicant must complete. These take almost an entire day to complete. But the troubling part is that it then takes 5-10 days for the office to verify that you have answered all of the quizzes correctly. Next they send you a practice login and an assignment. Again it takes almost a full working day to complete, and then they tell you it will take them 10-15 days to process your application, assuming that you have made no mistakes. All told, we are talking about 3 weeks to over a month to jump through their hoops.
In brief, they insist that we file electronically, but they have not devoted the appropriate amount of resources to ensure that new attorney applicants can quickly get up and running. This is of course the kind of issue that no one cares about once they've made it through. But perhaps someone from this organization should take up this cause.
