Non BK matter referral

I have a family member who is in Riverside and needs an attorney with experience with contractors/builders who are having major problems with building permit issues at the county and city offices. Owner has been cited for code violations that have exsisted for 35 years, and government agency is threatening to make the owner bulldoze two homes even though the violations seem ridiculously small.
Does any one know anyone?
