Judge Russell seems to have a similar policy. He refused to set our Fee Application in a converted case for hearing.

VZ will not rule on C11 free applications in converted cases until the end
of the case.
Apparently he believes that we can all afford to wait to be paid for several
years.

I believe that a final fee application would be appropriate now, unless you
will be employed in the Chapter 7 by the trustee.

Filing a Fee Application After a Conversion from a 11

You need to file a final fee application. I don't know that there's a
specific deadline. It is advisable to do this regardless of whether or
not there will be assets available in the Ch. 7 to pay your fees,
because if you plan on pursuing the debtor for the administrative fees
later, it's important to have the court order on the fees.
You are also required to file a Final Report and Schedule of Post
petition debts pursuant to FRBP 1019 within 14 days of the conversion.
