Preference payments to insiders

I'm trying to confirm that the dollar minimums in Section 547(c)(9) apply to recovery of preference payments to both insiders and non-insiders, with the only difference being the 1 year vs. 90-day reach-back periods in 547(b)(4). So that preferential payments totaling $4,850 to the Debtor's sister within the past year can not be recovered by the Trustee in a "business debt" case. Is that correct?
