Case reopened for financial management certs - how long til

The subject about sums it up!
I did several a couple years ago and they closed almost immediately.
This one has been hanging open now for MONTHS. (Financial management
certificates filed in February, case still open).
I called the department and the clerks office and the ECF clerk (I was
looking for anyone and everyone to call) and the only answer I got was
that there is nothing I can do, it would not matter if I came in
person, these are taking 6 or more months to close.
What is your experience on these as to timing?
My clients are now asking for a refund to go to another attorney and
saying they are going to "refile" their case. I graciously explained
to them that is not really an effective option but while they are a
little jerky, I do understand their frustration!!
I would love to know what the timing has been for you all as well as
any advice on speeding it up.
